Thank goodness for Sir Hayden

Reports indicate that Sir Hayden Phillips - the man in charge of the inquiry into political party funding - is coming out against top heavy state funding. Sir Hayden's view is that local parties need to be incentivised and grassroots democracy should be strengthened. This can be done by encouraging tax breaks for funding for local parties and discouraging huge donations to national party HQs.
This seems to be a much better option than encouraging state funding which would be an abominable waste of taxpayers money and would disincentivise local parties from local fundraising and therefore local activities.
